Research Corpus Note: This document draws on the DOJ Epstein Files corpus. The DOJ Epstein Files release spans approximately 3.5 million pages across ~900,229 unique documents. Of these, text was successfully extracted from 900,196 documents (covering virtually the full corpus) through OCR and PDF text-extraction processing. All EFTA citations refer to documents in this extracted corpus unless otherwise noted.

Who They Are

William Jefferson Clinton is the 42nd President of the United States (1993–2001). Prior to the presidency he served as Governor of Arkansas. He is a major figure in global philanthropy through the Clinton Foundation and Clinton Global Initiative.

Connection to Epstein — Overview

Clinton had documented social and professional contact with Epstein primarily in the early 2000s, including extensive flights on Epstein's aircraft, a connection to Ghislaine Maxwell who helped conceive the Clinton Global Initiative, and a Clinton aide in Epstein's personal email contacts. Clinton appears in the FBI's unredacted case index as a "Positive case hit" — but unlike some other entries, there is no attached allegation note. Clinton has not been accused by any publicly named Epstein victim of sexual misconduct. Clinton confirmed he cut off contact with Epstein after his 2005 arrest.

Documented Contact — Corpus Evidence

Flights on Epstein's Aircraft

  • EFTA00261990 (Wikipedia, archived in FBI files) — "Flight records obtained in 2016 show Bill Clinton flew 27 times to at least a dozen international locations." The same document notes: "In September 2002, Epstein flew Clinton, Kevin Spacey, and Chris Tucker to Africa in this jet."
  • EFTA01200070 — Daily Mail article (archived in FBI files): confirms Clinton flew on Epstein's private jet including a month-long trip to Africa; cites witness testimony of Clinton flying three times with Epstein and attending intimate dinners with Epstein and Maxwell; notes a November 2003 flight with Epstein to Russia, Oslo, Hong Kong, Shanghai, and Beijing.
  • EFTA00798522 — Confirms the 2002 Africa trip specifically: "In 2002, he flew former President Bill Clinton, actor Kevin Spacey, and [Chris Tucker] to Africa in this jet."
  • EFTA01660165 — Epstein's 2007 defense letter to USAO (Southern District of Florida): "President Clinton reached this conclusion during a month-long trip to Africa with Mr. Epstein, which Mr. Epstein hosted" — using the Africa trip as evidence of Epstein's philanthropic legitimacy.

Note on the "four times" figure: Some media accounts (and earlier versions of this document) cited "four times" as the number of Clinton flights on Epstein's aircraft. The corpus documents (including Wikipedia captured in FBI files) reference 27 flight records obtained in 2016. The "four" figure likely refers to a specific subset (e.g., flights where Secret Service was not aboard, per a separate investigation). Clinton's own statement acknowledged multiple flights but characterized them as legitimate charitable travel.

Clinton Cut Off Contact With Epstein in 2005

  • EFTA01250958 — A media article archived in FBI files states plainly: "Bill Clinton cut off contact with Jeffrey Epstein in 2005." This is consistent with the broader corpus timeline — Epstein's first arrest was in 2005.
  • EFTA00593618, EFTA02771734, EFTA02765751 — Multiple documents reference that Clinton "frequently flew with Epstein aboard his plane, then suddenly stopped — raising the suspicion that the friendship abruptly ended, perhaps because of evidence."
  • EFTA00593618 — Also notes that even after cutting ties with Epstein post-arrest, Clinton "invited the woman to Che[lsea Clinton's wedding]" — the same witness who alleged island visits.

The Island Question — Conflicting Sources

  • Official position (Secret Service): Documented in the corpus — "Secret Service stated that there is no evidence of the former president making a trip to Epstein's private island" (EFTA00261990, Wikipedia).
  • Contradicting sources in the corpus:
  • EFTA00593618 (Daily Mail, 2014): "A new lawsuit has revealed how Clinton took multiple trips to Epstein's private island... flight records that showed Clinton made multiple trips to Epstein's private island, Little St James, between 2002 and 2005." An unidentified woman is quoted: "I remember asking Jeffrey what's Bill Clinton doing here..."
  • EFTA01200070 (Daily Mail, 2015): States Clinton "had joined him on his private jet and stayed on his private Caribbean island" — also cites a witness claiming Epstein "did invite two young brunettes to a dinner which he gave on his island for President Clinton shortly after he left office. But, as far as she knows, the ex-President did not take the bait."

Assessment: The corpus contains both the official Secret Service denial and tabloid/civil lawsuit-sourced allegations of island visits. Clinton's position aligns with the Secret Service. The tabloid and lawsuit sources are in the FBI files as media coverage items, not FBI-verified evidence.

Clinton Global Initiative — Epstein's Role

  • EFTA01660165 (Epstein's 2007 defense letter, USAO): "Mr. Epstein was part of the original group that conceived the Clinton Global Initiative." Epstein's own counsel used this as evidence of Epstein's philanthropic standing.
  • EFTA00263107 (Wikipedia in FBI files): "Epstein co-organized a science event with [Clinton] — conceived of the Clinton Global Initiative."
  • EFTA02800776 — A discovery request to Maxwell in civil proceedings asks her to produce all documents concerning funding received from the Clinton Global Initiative and Clinton Foundation. Maxwell objected. The existence of this request confirms her financial connections to Clinton-linked organizations were actively investigated.

A Clinton Aide in Epstein's Email Network

  • EFTA01753226 — An email in Epstein's records is from a woman whose husband "was President Clinton's aide" — documenting direct correspondence between a member of Clinton's professional orbit and Epstein's personal email accounts.
  • EFTA01752355, EFTA00684915 — Additional copies of similar correspondence confirming the Clinton aide connection in Epstein's email archive.

The FBI Case Index — Positive Hit

EFTA00161528 — FBI internal email (July 22, 2025), "Names in JE file," with the unredacted case index attachment.

Clinton appears in the "Positive case hits" list. Critically, his entry has no accompanying allegation note — unlike Donald Trump's entry, which states "(one identified victim claimed abuse by Trump but ultimately refused to cooperate)." Clinton's name appears simply as a positive hit.

This is the FBI's own internal assessment: Clinton's name is in the case file, but the FBI did not associate a specific victim abuse allegation with his name in this index.

Unverified Tip-Line Allegation (FBI Crisis Intake, August 8, 2019)

EFTA01660676 — FBI Crisis Intake form, dated August 8, 2019 (the day before Epstein died). The reporting person stated she began modeling at age 11 in 2015. She described sexual abuse by Epstein and attending parties at Epstein's residence where she recognized "Epstein's British socialite" (Maxwell). The intake form documents her claim that persons "including Bill Clinton and Donald Trump, would have 'big orgy parties' with her, other young girls, and older Victoria's Secret models."

Critical framing: This is an unverified tip-line report documented in an FBI Crisis Intake form. The individual was not named as a formally cooperating witness. The FBI did not publish this as a finding or conclusion. It represents one unverified allegation in the tip-line record. Both Clinton and Trump have denied such claims. This document is preserved in the released files but has not been corroborated.

Clinton's Response

  • "I have called for the full release of the Epstein files. I have provided a sworn statement of what I know."
  • Clinton agreed to testify publicly before the House Oversight Committee.
  • Hillary Clinton accused the Trump administration of a "cover-up" and said Trump was using the Clintons to "divert attention from President Trump."
  • Ghislaine Maxwell's lawyer stated both Trump and Clinton are "innocent of any wrongdoing."

  • Clinton has not been charged with any crime in connection with the Epstein case.
  • Clinton agreed to testify before the House Oversight Committee.
